Explosions Vs Vehicles

Vehicles appear to significantly reduce the damage of explosions, including grenades. The health damage is reduced by roughly 40% depending on which vehicle it is, and which direction the blast came from.
So, you can't kill players in vehicles with explosions unless you use multiple explosions, or they're already low on health.
